"Community Healing and Indigenous Social Welfare Reform 2022."
Warm Love and Greetings to all on this beautiful Saturday, November 27! Our prayer is that you and your beloved ones are in the very best of health and happiness.
In 1997, the Assembly of First Nations (AFN) chose Four Worlds to do the Final Comprehensive Report on Indigenous Social Security Reform.
Four Worlds reviewed seven other Indigenous-led, AFN commissioned National Studies on Indigenous Social Security Reform and weaved and integrated all eight National Studies, including Four Worlds Report, into a coherent whole.
What unfolded was an integrative Framework, Vision, Guiding Principles, for Unprecedented, Unified Action, conceived, initiated, and led by Indigenous peoples.
Four Worlds Comprehensive National Report on Indigenous Social Service Reform, "Community Healing, and Social Welfare Reform" was presented to the AFN in March 1998.
As this was a time of change between the electoral process of two National AFN Chiefs and thier staff, the Report seemed to get lost in the shuffle. Or the Recommendations from Indigenous peoples for transforming the Indigenous Welfare System, as the actions called for would transform every dimension of the colonial systems that have imprisoned the fullness of the Spirit, Vision, Capacities, and Potentialities of our Indigenous Peoples were before thier time.
With Honor and Respect to all the AFN National Chiefs that have served the People since April 1982, when the AFN was first established, in July 2021, the Chiefs of the AFN, elected a woman as AFN National Chief.
National Chief RoseAnne Archibald, Taykwa Tagamou Nation will lead the more than 600 First Nations of the AFN, until at least July 2024. With Unity, our Indigenous peoples can make giant steps forward during this short time!
Our Indigenous Prophecies and Sacred Teachings are clear that Indigenous women and the 7th Generation will lead us to the promised future of "The Day Shall Not Be Followed by Night!" and the emergence of a "New Spiritual Springtime," a New Global Civilization where the voices, the wisdom, and vision of Indigenous Peoples are justly and respectfully represented and whose ancient wisdom is listened to and acted upon!
Synergistically, 1982 is the same year that 40 Indigenous Elders and Spiritual Leaders, from Canada and the US, came together and founded Four Worlds. It is also the same year my daughter, Deloria, Ampa'o' Win, Day Break Star Woman was born. It was a great year!
Our Indigenous Prophecies and Sacred Teachings are clear that Indigenous women and the 7th Generation will lead us to the promised future of "The Day Shall Not Be Followed by Night!" and the emergence of a "New Spiritual Springtime," a New Global Civilization where the voices, the wisdom, and vision of Indigenous Peoples are justly and respectfully represented and whose ancient wisdom is listened to and acted upon!
"Community Healing and Social Welfare Reform" was and is culturally and spiritually grounded through Indigenous elders, spiritual leaders, and communities across Canada.
The Unified, Culturally and Spiritually-Based, Recommendations in the Report are directly from Indigenous Peoples, Communities, and Elder Wisdom backed up by cutting-edge, participatory research for reforming and transforming our Indigenous Social Welfare System.
It is time for this Report and the wisdom and guidance of our Elders to be reviewed, renewed, and updated, with as much community consultation, input, and participation, as possible.
Related community-based Social Welfare Reform Initiatives and supportive participatory research that have since unfolded, in Canada and the US, since 1998 are crucial to be added, including anecdotal personal and community victories.
This work includes editorial and formatting tasks like updating Aboriginal to Indigenous, except for Government Reports that use the term Aboriginal.
Some new graphics are needed, as well.
Since 1998, new challenges have emerged, like our Murdered and Missing Indigenous Women, The discovery of the bodies of Indigenous children, covered up and hidden away in unmarked graves.
Now our Indigenous communities are faced with the impact of Climate Change. We are divided over natural resource extraction projects, like the Tar Sands and the Transmountain Pipeline, because many of our Indigenous communities see no other alternative if thier community is going to prosper in any manner.
How can we find a path forward that ensures our spiritual, cultural, and economic prosperity sustainably and harmoniously?
How do we end our own disunity as Indigenous Peoples?
How do we end our dependence on the welfare system that binds and enslaves us?
In 2005, the Truth and Reconciliation Commission of Canada: Calls to Action was released. Many of the 98 Calls to Action were included, in some form, in our 1998 Report. However, many have not been completed, and some have never even been considered or initiated until today.
We want to ensure that all of the 98 Calls to action are included, where relevant," in our updated Action Plan, "Community Healing and Indigenous Social Welfare Reform 2022."

Together, we have the Vision and the Unified Way Forward.
Beloved Elders, we are the last of our generations living in this physical world. Our Ancestors and, as well as ourselves, are directly responsible for the current condition of our Human Family and Mother Earth.
At the same time, as best we can, each of us has the privilege and responsibility to bring our world back into peace and harmony.
Especially, Beloved Elders, we have to be the first to first ensure we are as healthy as possible. We have the privilege and responsibility to look deep within ourselves and make whatever changes necessary to bring ourselves into complete harmony and balance with our Creator and All Life.
We Elders, Need to Become the Change We Want To See!
The most powerful strategies for change always involve positive role modeling and the creation of living examples of the solutions we are proposing.
By walking the path, we make the way visible.
We are also seeking funding to support the update of "Community Healing and Indigenous Social Welfare Reform 2022." This will support involving as broad community input and participation, as possible.
As well, as community members, we also invite organizations, communities, agencies, and allies to join us in manifesting and implementing "Community Healing and Indigenous Social Welfare Reform 2022."
Thank you for your consideration. We hope to have the first draft of the updated Report completed by April 22, 2022, and fully ready to implement by June 20, 2022.
